SUMMARY Provide senior leadership and technical expertise on government contracts. Coordinates project planning, design, and implementation activities necessary to deliver project deliverables according to contract requirements and budget constraints. Defines project deliverables, timelines, priorities, and milestones, leads the activities of the project team, and is the principal interface between company and customer. Project Managers are accountable for adhering to all safety and quality requirements while performing assigned tasks.
The position may be designated as an Engineering Project Design Manager. This level designation is reserved for those PMs with experience and technical skill for performing the most complex, largest, or otherwise most challenging assignments, based on a variety of conditions and / or constraints and is determined on both a substantive and a subjective basis by PSC Management.
RESPONSIBILITIES Direct and manage project development from beginning to end, developing full-scale project plans and associated communications documents, ensuring that systems are designed and perform to technical specifications, and coordinating all mechanical, electrical, software, physics and assembly activities for assigned project. Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. Supervise and lead engineers, scientists and technicians on design and fabrication of PSC instrumentation. Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion. Interface with other members of the Operations Department to report status, gain required approvals, resolve issues/ problems and allocate/manage technical resources as required for each project. Prepare and issue subcontracts to qualified vendors in accordance with the project delivery plan. Plan, control, execute and finalize project activities according to strict deadlines and within budget. Build, develop, and grow customer and other relationships vital to the success of assigned projects, and act as the principal point-of-contact with assigned customers. Analyze, monitor and report on project revenue, hours billed, spending and profitability against pre-allocated budgets using EVM tools in conjunction with Accounting department. As needed, support project activities at customer facilities including installation and on-site support coordination. Direct and assist with the completion of test plans, system operations manuals, and other required project documentation. Train and mentor other engineers and supporting staff. Review, approve, or modify product designs. Prepare cost estimates, budgets, bids, and proposals. Approve expenditures. Review and recommend contracts.
REQUIRED EDUCATION AND EXPERIENCE Minimum 5 years’ experience in project management CAPM or PMP certification EVM training, related to revenue recognition Holding a security clearance a plus
KNOWLEDGE, SKILLS AND ABILITIES Demonstrated experience in project management and client relations in a design/manufacturing environment. Knowledge of nondestructive assay technologies and processes preferred Knowledge of Continuous Quality Improvement Programs. Ability to work with minimal supervision, to begin projects independently (or as assigned), and to bring projects (or assignments) to satisfactory conclusion on a timely basis. Ability to perform additional duties/assignment is needed to meet departmental and/or organizational goals. Ability to manage team of engineers of diverse disciplines Skilled use of MS Word, Excel, Project and PowerPoint required. Experience with Primavera, AutoCAD, or SolidWorks preferred. E. and/or PMP certifications are not required, but are preferred
