"I have experienced uncivil behavior, I would even say bullying on for significant portion of my career with the State. I'd say the State tends to have a CYA culture, which I don't find pleasant to be in. I would not say that the average manager treats their employees like responsible adults who can be trusted to think for themselves and make independent decisions. With that being said, there are a lot of great people in the rank and file that are really a pleasure to work with."
