"Pacific Ethanol is a California base company with operations throughout the west coast and Illinois with approximately 700 employees. This company is well run and positioned well in the industry. The nature of this business is it is competing with oil companies for fuel supply and as a result depends on government regulation for market share. This regulatory dependence is a fundamental challenge to the business."
