"I spent about 7 years working for the Michigan Public health Institute. Most of the work MPHI does comes from an ongoing contractual relationship with the government of the State of Michigan. As such, the customer doesn't have to stick to anything in the contract and can make changes on a whim. I've seen this across many projects. Contracts can be terminated by the customer with no advance notice. Employees can have a job one day and not the next without any notice."
